identification of unknown pack of cards

I bought these cards a couple of days ago but haven't been able to find out anything about them on the internet. There are 32 cards, two cards of each number 1 to 16. The backs are laminate. Because of the style of writing and the laminate I'm thinking they might be from 1930s to 1950s. Any help in identification would be appreciated.

The no 1 cards only have the letters 'CG' on the bottom left of those cards which I believe might be for Charles Goodall
