Three Layered Cards

I've recently come across this deck of cards and have no clue to what game they belong! They have 3 layers, a back, face, and spinning middle layer. The middle layer can be spun by the central cutouts with holes punched in the middle layer (a tool may be intended to spin them as it isn't very smooth to do so by hand). As the middle layer spins, it cycles through numbers on the face and back of the card, face going in order from 1 to 16, and back seemingly randomized between 1 and 4. It is a full deck of 52 cards. I'd be grateful to learn of the maker, age, or game they are used for.
